You oughta know about ED Puzzle. It is a website that allows teachers to crop, edit, and record over videos to create an interactive experience for your students.
Teachers can create an account for free. After you’ve created your account, your ED Puzzle dashboard will walk you through the steps for creating your first video.

Next, use the editing tools to crop, record your voice, and pause the video at selected points.
